Default 8-way - Which is "right"

Ignore the specifics of most of these two images. I just grabbed the first two images I could find off google image search that illustrated my question.

When I see 8-way hand tied done, it seems some have the springs level with the frame (so that the twine is basically flat) as in the this image:

Other times, I see the springs a little bit above the frame (so that the twine is somewhat angled between the point where it attaches to the frame and where it first ties to the spring). This second image shows the extreme of this as the twine basically goes straight up before it attaches to the spring:

Is either right or wrong? Should the springs be above the surrounding frame or level with it?

Pretty sure my custom sofa was done level, but I find the front bar uncomfortable and wish it was done with springs above!

Both are correct, depends on the frame.
