Can anyone recommend a comfortable Hancock and Moore recliner for a man with short legs?
"Short" is a relative term that is not specific - actual measurements are better. Most people that are not tall prefer the Austin Wall Hugger it seems.

Probably right on the mark on the H&M Austin series for him, but of course its all just a guess based on measurements. The only thing with wall huggers is because of the way the springs and releases work, they can be harder to close than a conventional recliner. For that reason I recommend power on them for many folks, to avoid 'cushion trap' by not closing it with the proper technique.
