First step is to date it, and see if it's considered either valuable or collectible. If it is, then you don't touch it. More precious furniture has been ruined by 'restoration' than perhaps any category of art. If there is any value to the piece (and I do not know if there is or not) then it's far more valuable in original condition than refinished. Consult a reputable antique dealer in your area for assistance on it.
