I don't see any screws; are the handles welded on?

Is there any sign of a brand or model number?

It looks like it was made to organize some specific materials or parts, but beyond that I can only guess.

Thank u so much. My mother gave it to me. I was gonna give it a makeover to use for my sons toys. Nothing imprinted anywhere. Yes they are welded on. Some items from LYON look really similar to this piece but nothing exact. I really appreciate the quick response. Thanks again

I think you are the proud owner of a surplus parts cabinet. Do you have a stack of small metal plates with pegs or pins on two sides? If so, the plates slide into the slots in the drawer and allow each drawer to be subdivided. The frame above the handle is designed to hold a small card that identifies what is stored in the drawer. As long as it is secured so it does not tip over, it will make a bin for small toys such as small cars, small action figures, etc.

Those are spot-welded on, you will have a challenge removing them! And it will be un-slightly if you do. I'd knock them off with a hammer and chisel, then grind the weld smooth afterwards. Of course, you will be painting it afterwards.
