I have found out it was manufactured by C. Mallander and son Waco Texas high grade fixtures dating between 1886-1911 but still need help identifying the piece and appraising.
Its impossible to make an evaluation from a couple of fuzzy photos, sorry. Contact an furniture auction house in your area is your best bet.
