As far as I know, all recliners will do that, they're not designed to have the heel of your foot atop the footrest. They're designed to have the footrest support the leg right behind the ankle and its actually more comfortable that way as it keeps your knees from locking up. But if he does want one like that, he has a couple options:
* Buy a tall man's recliner, built for men 6' 4" and up. They'll have longer footrests and he'll sit deeper in the chair. Here's one example of that:

* Get a tilt back chair and ottoman instead of a recliner. This unit I think is just about the most comfortable chair on the planet:
